EFFICIENCY AND EFFECTIVENESS THROUGH THE LENS OF COMMUNICATION QUALITY MANAGEMENT AT THE LEVEL OF A CENTRAL PUBLIC AUTHORITY

Abstract


High-performance management requires measures that take into account efficiency and effectiveness. Public authorities must provide efficient public services to citizens, but government budgets are reduced year by year, and investments in new technologies are postponed due to a lack of funds. Civil servants must identify solutions to streamline their work,  adapt to the connectivity needs imposed by telework and respond to citizens' demands effectively.
