Abstract

Current global crises generate high uncertainty, operational pressure, and resource volatility, affecting Medical Evacuation (MEDEVAC) systems in military missions and civilian emergency response. This study applies a comparative case-based analytical methodology examining combat, peacekeeping, and civilian missions in Afghanistan, Bosnia, Kosovo, Nigeria, Turkey, and Switzerland to identify performance gaps in MEDEVAC governance, interoperability, and decision-making. Based on this analysis, the paper proposes AMOS – Active Management Operations System, a system-of-systems management architecture integrating dynamic resource allocation, secure digital communication, predictive maintenance, and audit-driven feedback loops. Findings show MEDEVAC effectiveness in tactical and joint multinational operations within NATO frameworks depends not only on platform capability but on interoperability, governance maturity, and decision integration, civil–military interoperability and resilience in NATO/EU VUCA environments.
