ALGORITHMIC WARFARE AND SEMI-AUTONOMOUS C2 SYSTEMS: CHALLENGES FOR MEANINGFUL HUMAN CONTROL AND COMPLIANCE WITH INTERNATIONAL HUMANITARIAN LAW
Abstract
The article examines the impact of integrating artificial intelligence into military command and control systems, with a focus on algorithmic warfare and the transformation of the decision-making cycle. It analyzes AI-enabled C2 architectures, the acceleration of the OODA cycle, data fusion, and critical vulnerabilities: algorithmic opacity, data bias, attacks on AI systems, and the risk of over-centralization of decision-making. The article also discusses the requirements of international humanitarian law and the concept of meaningful human control, proposing principles for the design and use of semi-autonomous C2 systems that are compatible with these requirements.
